Root State After Cleanup
The D:\010-CITY-HALL root now contains the standard folders plus 00-RULES.manifest.toml.
Loose planning exports and duplicate reference files are no longer mixed into the active standards root.
Preservation Rule
No reference files were deleted. They were moved out of the root so the active governance suites are easier to scan while the original planning lineage remains recoverable.
This log refers to the earlier D:\010-CITY-HALL root path. The canonical governance root is now D:\.city_hall (see Workspace Inventory and the Workspace Root Snapshot). The log is preserved as historical evidence of the cleanup event, not as a statement of the current path.
